New Chair's Committee elected at the NPLD General Assembly in Pamplona

The Network to Promote Linguistic Diversity (NPLD) held its General Assembly on 8 May 2025 in Pamplona | Iruña, during which a new Chair’s Committee was elected to lead the network’s strategic direction for the coming years.

Anna Jungner-Nordgren, representative of Folktinget – The Swedish Assembly of Finland, was elected as the new Chair of the NPLD for a three-year term. She succeeds Bartomeu Riera, representative of the Government of the Balearic Islands, who served with great dedication during his mandate. Until now, Anna Jungner-Nordgren held the position of Vice-Chair and has been an active advocate for linguistic diversity in Europe.
Alongside her, two Vice-Chairs were confirmed:

  • Roger Serra, representative of the Government of Catalonia, was elected for a two-year term.

  • Mikel Etxebarria, from the Aurten Bai Foundation (Basque Country), will continue serving as Vice-Chair.

The new Chair’s Committee brings together experience and renewed commitment to advancing the rights of speakers of regional and minority languages across Europe.

Strategic milestones: Policy paper adopted and new member welcomed
During the same Assembly, the NPLD officially adopted its new Position & Policy Paper 2025–2030, which outlines the network’s strategic priorities over the next five years. The document urges European institutions and Member States to:

  • Strengthen legal protection and official recognition of regional and minority languages.

  • Reinstate a European Commissioner for Multilingualism and prioritise linguistic diversity in EU strategies.

  • Ensure the active inclusion of minority languages in all EU programmes, including education, digitalisation, and research.

  • Promote high-quality education in and on regional and minority languages from early childhood to higher education.

  • Protect endangered languages through dedicated funding and community-led initiatives.

The policy paper calls for binding mechanisms to ensure compliance with the European Charter for Regional or Minority Languages and highlights the need for stronger digital and economic support for under-resourced linguistic communities.

Additionally, the NPLD welcomed a new member: The Norwegian Museum of Written Culture, enriching the network’s cultural and geographical diversity and reinforcing its mission to protect Europe’s linguistic heritage.
